When an accepted event exists, the public label can say Verified at checkout because the written record points to the retained cart-only evidence. When an observation is blocked, incomplete, unavailable, or requires review, it stays labeled that way. A failed or incomplete observation is not converted into a green result.

The archive keeps old records because history matters, but the current status belongs to the latest accepted record. That separation prevents a previous successful observation from looking like a fresh result unless a new qualifying record actually occurred.

The record also states what it does not prove. It does not prove every product, shipping destination, payment method, tax treatment, future inventory state, or completed order. It is a dated cart-code observation with visible evidence and limits.
